They Are Losing Sense of Guilt

Students are future older generation. Future of the all countries can know if look at teenagers of the country. Once, Korea was “The most courteous country”. By the way, teenagers lose sense of guilt gradually. And victims will hide fact constituting an offense for reason that is shameful. And enough social system was not readied to punish injurers. Finally, juvenile delinquency adds cruelty gradually in this excellent environment.

At a middle school in Gyeonggi Province, several boy students had done a girl, same class group sexual assault habitually for a long time. Their sexual assault did not happen outside school and in school inside, it happened at lunch hour that all of the students are there. Moreover, they committed abnormal sexual intercourse that damage wound in her body using a tool.
Early February, 2007 6 man middle school students call her school playground, and did sexual assault. And continuously they did her sexual assault for 2 months, blackmailing that will inform the deed.
This news is informing us big three problems of Korean juvenile delinquency
1. Anyone saw it did not report it. (even the crimes were done at lunch hour in their classroom)
2. Girl student who suffer damage would hide for a long time it. (even she has parents.)
3. 6 middle school students’ totals do not feel sense of guilt. (according to charge examiner's opinion)
Below, numerical value of text is based on findings of Chosun llbo (newspaper publishing company which is the biggest in the Korea) which analyze National Police Agency data in 2006. Together, they are comparing it of the Korea with it of the United States of America and Japan for realistic comparison.
Also, it is not included to call late at night in the boardinghouse and speaks strange if is sex offense in the Korea. Korea's teens rapist increase speed is very steep. It decreased from 3402 people in 2000 to 3186 people in 2004 in the United States of America, and Japan decreased from 296 people to 142 people. But, it increased greatly from 496 people to 752 people in the Korea. Become low as teenagers sexual violence injurer's age goes in the Korea.

The other side, share of 19-year-old (university first-year student) decreased from 21.4% to 13.2%. There is characteristic that Korea's teens sex offense is very violent than adult's it.

But, in the case of teens, 50.7% of criminal is complicity because group sexual assault ratio is very high. And teens commit second offense to 1 person among 3 people.
Especially, the ratio of teenagers' sexual assault about a knowing person like same villager, friend or elder, younger men reaches for 3 times of adult.
